A controversy has emerged involving a firm associated with Nairobi entrepreneur Stanley Livondo about allegations of engaging in corrupt practices to secure a tender valued at $21 million from Zambia’s military and the Ministry of Defense to enhance a military medical facility in Lusaka.
The investigation conducted by Zambia’s Anti-Corruption Commission focuses on DLS International Group Limited, a Kenyan entity, over accusations that a portion of a $5.3 million payment received last year for the contract was allegedly transferred back to the personal accounts of some Zambian entrepreneurs and army personnel.
DLS International has defended itself, stating its agreement with Zambia’s Ministry of Defence involved the supply, setup, and training related to the equipment for two hospitals as well as the enhancement of the Maina Soko Medical Centre in Lusaka, elevating it to a United Nations Level IV referral hospital, all within a budget of $21.2 million.
Stanley Livondo, holding 350 shares, represents the largest individual stake in DLS International. Livondo has been prominently associated with the operations of DLS International in Zambia, frequently engaging with the media.
“There is nothing. It was true I registered a company in 2023, but is it a sin? What I was to deliver, I delivered 100 percent I don’t believe in street gossip,” Mr Livondo stated through a series of WhatsApp messages.
A report by FIC divulged, “A foreign-owned Company, DL was incorporated in February 2023 and opened a bank account in April 2023. In June 2023, Government Institution AR awarded Company DL a contract to supply equipment. The total contract sum was USD21 million. In August 2023, Company DL received a credit of USD5.6 million in its account from Institution AR as an advance payment”.
This narrative shed light on the intricate dynamics of international business engagements, underscoring the importance of transparency and legal compliance in cross-border transactions, particularly those involving governmental contracts.
