Morara cited specific examples to underscore his point. The Ministry of Defence, for instance, was headed by Hon. Aden Duale, who, despite his political acumen, lacked any military background. Similarly, Hon. Ezekiel Machogu, who had served the nation in administrative roles such as a District Commissioner, was in charge of the Ministry of Education—a sector where he had no prior experience or specialized knowledge.
“Machogu should have been given a role in the administration department where he could have worked better than in the Education department,” Morara suggested. He advised President Ruto to consider appointing cabinet secretaries who possess relevant expertise in their respective ministries, as this is essential for addressing the current issues plaguing Kenya’s administration.
This significant measure follows weeks of intense Gen Z protests, which saw young Kenyans storm the Parliament, demanding substantial changes. The dissolution of the Cabinet is seen as a direct response to the grievances raised by the youth, who have been vocal about the need for accountability and proper governance.
